Renewing a Malta short-let licence.
S.L. 409.24 says a licence lasts for a set period and can then be renewed. It never says how long that period is, so we will not tell you either. What it is clear about is what you have to send in with the renewal, and one of those things is a document nobody publishes a form for.
Four things a renewal asks for again.
One of them is written into the renewal itself. The other three are licensing conditions that never stopped applying, which is why a renewal is the moment they get looked at.
- The waste collection management plan
- S.L. 409.24 puts it in these words: all licence applications and renewals shall be accompanied by a waste collection management plan. It does not say what that plan should contain or what it should look like, so what matters is that it describes the arrangements you actually have at the property.Collection days, and what the plan is for

- The standards apply for as long as the licence does, and the MTA inspects without warning and then gives you a period to put things right. - Annex 4 Category E 2(f) requires a named person who can be reached 24 hours a day, and requires their details to be kept up to date at all times. If the rota changes and the sign does not, the sign is wrong.Print the sign again, free
- The condominium administrator
- Telling the block administrator in writing, and copying the MTA, is a condition of the licence rather than a one-off errand. If the block has changed administrator since you last wrote, it needs writing again.
A renewal is not a new application.
On 20 July 2026 an MTA spokesperson told Times of Malta that a property licensed before 15 June 2026 keeps its acquired rights through renewal, including its bed count, and named the measures that reach only applications made from that date. This is the MTA speaking rather than the instrument, so it is a reading rather than a clause, and it is the clearest statement of scope published so far.
What the licence keeps
- The bed count the property was licensed with.
- Two people per planning-approved bedroom, and ten per unit, which reach applications made from 15 June 2026.
- The ban on basement and underground bedrooms.
- Minimum bedroom sizes, from 9 m² plus 4 m² per extra person.
What reaches it anyway
- The sofa bed ban.
- The waste collection management plan, at every renewal.
- The sign at the door, once the MTA brings it to existing licences.
What changes before 2028.
Air conditioning, 15 April 2028
Standards 2.4.12, 5.2.5 and 6.2.7 are deferred by the commencement clause to two years after publication. Publication was 15 April 2026. At least one advisory firm gives 15 June 2028 instead, counting from the day the regulations came into force. The instrument says publication, so ours does too, and the difference is two months of runway.
The sign guidelines
The MTA told Times of Malta on 20 July 2026 that it is drafting guidelines on the signs to be installed, and that the measure will be extended to existing licences. Guidelines may prescribe format, size, material or wording. Our template is built against the four elements Standard 1.1.2 lists, and it will change when they land.
How long a licence runs.
Unconfirmed, and the honest answer is that nobody has published one. S.L. 409.24 makes a licence valid for a determinate period and renewable, and is silent on the period. The annual figure quoted elsewhere is not sourced to the instrument, and the MTA spokesperson's reference to "the annual licence" in Times of Malta on 20 July 2026 is corroboration rather than confirmation. The MTA licensing directorate is the only place that can settle it.
We would rather leave this open than fill it. A date an operator plans around has to be right.
